Rumah.com – Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) akan membangun rumah untuk warga Eks Timor-Timur (Timtim) di Provinsi Nusa Tenggara Timur.
Direktur Jenderal Penyediaan Perumahan Kementerian PUPR Khalawi Abdul Hamid mengatakan, pembangunan rumah tidak hanya dilakukan untuk warga eks Timor-Timur tetapi juga untuk warga NTT yang tinggal di sekitar lokasi pengungsian. Supaya bisa memiliki rumah yang layak huni, Pemerintah akan mengalokasikannya melalui program bedah rumah atau Bantuan Stimulan Perumahan Swadaya (BSPS).
Pemerintah akan segera melakukan survei ke lapangan dan berkoordsinasi dengan Pemda NTT untuk mendata jumlah kebutuhan rumah layak huni.
Khalawi menerangkan, rencana pembangunan rumah untuk warga eks Timor-Timor tersebut dilaksanakan berdasarkan arahan dari Menteri PUPR Basoeki Hadimoeljono dan merupakan tindak lanjut dari hasil kunjungan kerja Presiden ke NTT beberapa waktu lalu.
“Rumah yang kami bangun bukan hanya untuk warga eks Timor-Timur, tetapi juga untuk penduduk asli di sekitar penampungan. Jadi, dua-duanya akan mendapat bantuan perumahan. Program satu juta rumah dan berbagai program perumahan harus bisa dirasakan manfaatnya oleh WNI termasuk warga eks Timtim. Apalagi masih banyak juga masyarakat di NTT yang belum memiliki rumah yang layak huni,” jelasnya.
Program Bantuan Stimulan Perumahan Swadaya (BSPS) lebih dikenal dengan istilah bedah rumah. Berdasarkan information kementerian PUPR dalam kurun four tahun (2015-2018), telah menjangkau rumah layak huni sebanyak 494.169 unit.
Pada 2019, program BSPS ditargetkan dapat menjangkau sebanyak 206.500 unit rumah tidak layak huni melalui dua kegiatan. Pertama peningkatan kualitas rumah sebanyak 198.500 unit dan pembangunan baru eight.000 unit. Overall anggaran program rumah swadaya dalam APBN 2019 sebesar Rp4,28 Triliun.
Nilai BSPS Ditingkatkan
Untuk lebih meningkatkan kualitas program BSPS, telah diterbitkan Keputusan Menteri PUPR No. 158 tahun 2019 yang menaikan besaran nilai BSPS. Kenaikan dana BSPS untuk dua kategori yakni Peningkatan Kualitas Rumah Swadaya (PKRS) dan Pembangunan Rumah Baru Swadaya (PBRS).
Untuk PKRS dibagi dua kategori yakni di provinsi sebelumnya Rp15 juta menjadi Rp17,five juta terdiri dari komponen bahan bangunan Rp15 juta dan upah kerja Rp2,five juta dan PKRS khusus pulau-pulau kecil dan pegunungan di Provinsi Papua dan Papua Barat menjadi Rp35 juta terdiri komponen bahan bangunan Rp30 juta dan upah kerja Rp5 juta. Sementara itu, untuk PBRS dari semula Rp30 juta menjadi Rp35 juta terdiri dari komponen bahan bangunan Rp30 juta dan upah kerja Rp5 juta. 
Bukan Dana Tunai
 Direktur Jenderal Penyediaan Perumahan Kementerian PUPR Khalawi Abdul Hamid mengatakan dalam program ini pemerintah memang tidak memberikan bantuan dalam bentuk uang tunai, tetapi berupa bahan bangunan. Dalam pelaksanaannya dilakukan oleh masyarakat dengan membentuk kelompok untuk memperbaiki atau membangun rumah secara gotong royong.
“Nantinya tukang yang mengerjakan juga bisa diberikan upah jika memang diperlukan. Dengan demikian mereka tidak terbebani untuk mengeluarkan biaya untuk upah kerja tukang,” terangnya.
Apa Saja Kriterianya?
Beberapa kriteria penerima BSPS adalah Warga Negara Indonesia yang sudah berkeluarga, memiliki atau menguasai tanah dengan alas hak yang sah, belum memiliki rumah atau memiliki dan menempati satu-satunya rumah tidak layak huni, belum pernah memperoleh dana BSPS atau bantuan pemerintah untuk program perumahan lainnya, penghasilan kurang atau sama dengan upah minimum provinsi dan bersedia berswadaya membentuk kelompok dengan penyataan tanggung renteng.
Pemberian BSPS berdasarkan readiness standards yang diusulan dari Bupati/Walikota dan  Kementerian/Lembaga. Usulan dilengkapi information jumlah rumah dan lokasi RTLH yang ada di desa/kelurahan. Jumlah information yang diusulkan minimum 20 unit according to desa/kelurahan dan legalitas tanah calon penerima bantuan tidak dalam sengketa dan sesuai Rencana Tata Ruang Wilayah (RTRW).
